GSA Overview

The Mid-Kings River Groundwater Sustainability Agency (GSA) is joint powers authority, comprised of three local public agencies (Kings County Water District, City of Hanford and County of Kings).  The Mid-Kings River GSA is responsible for the implementation of California's Sustainable Groundwater Management Act (SGMA) compliance within the GSA's boundary of the Tulare Lake Subbasin.

Attend an upcoming Public Workshop

The Mid-Kings River GSA invites you to hear from General Manager Dennis Mills about the GSA’s activities related to your groundwater supply and SGMA.

Attend a public workshop to learn more about:

  • • Upcoming State Probationary Hearing on April 16, 2024 and the GSA’s diligent efforts to prepare.
  • • New groundwater pumping caps being considered by the Board of Directors at the March board meeting.
  • • Well registration and upcoming deadline on flow meter requirements.
  • • New groundwater pumping fees and an upcoming Proposition 218 election.
  • • New shallow domestic well mitigation program.

MKR GSA's Resolution to Address Governor's Executive Order on Drought Conditions includes Well Verification Process

In response to Governor Newsom's Executive Order N-7-22, which declared an emergency related to drought conditions, the MKR GSA Board of Directors passed a resolution at the April Board meeting.  This resolution addresses a number of items including the process for well verification within the MKR GSA.  A Well Verification Form has been developed for well drillers and owners to utilize.

DWR Requires Revisions to Tulare Lake Subbasin GSP

The California Department of Water Resources (DWR) is requiring revisions to the Tulare Lake Subbasin Groundwater Sustainability Plan (GSP) submitted in January 2020.  Receipt of the DWR Comment Letter started a 180-day revision period, with revisions to the GSP due back to DWR by July 27, 2022.  Time is of the essence, and Mid-Kings River GSA encourages landowners to attend Board meetings to receive updates on progress through the July 27 deadline.  Landowners may sign-up for the Interested Parties List to receive board meeting notifications.

Mid-Kings River GSA Board Meetings

The Mid-Kings River GSA Board of Directors meet on the second Tuesday of every month at 1 p.m. at the Kings County Water District, located at 200 Campus Drive in Hanford, unless otherwise posted.  Board agendas are posted on the Boards & Committees page.

Tulare Lake Subbasin Annual Report

The Tulare Lake Subbasin's Annual Report for the 2020 water year, was submitted to the Department of Water Resources in April 2021.

Tulare Lake Subbasin Groundwater Sustainability Plan

The Tulare Lake Subbasin's Groundwater Sustainability Plan (GSP) is now available for download.  An additional 60-day public review period will be held through the DWR's SGMA Portal.
